HR db sync task is not started even when the `membership_check.enabled=true` property is set

      There's a bug in the properties parsing code that prevents the correct configuration of the CERN HR sync whenever in the hr.properties a value is set for the membership_check.enabled property.

      Workaround:

      do not specify a value for the property to enable the periodic sync, or specify whatever value to disable it.
