Concurrent execution of background tasks may have undesirable side effects

      The CERN deployment runs multiple replicas of active VOMS Admin service.
      The concurrent execution of background tasks that implement membership checks (AUP or membership expiration checks) may lead to races that result in undesirable side effects, like for instance multiple SIGN AUP tasks assigned to users.

      In order to avoid these side effects, background tasks should be synchronized when multiple active VOMS Admin server instances are running.
