Properly restore VO users if their membership is restored in the HR db after a membership expiration

      VOMS Admin currently restores membership only if the VOMS membership was previously suspended due to an error in resolving the HR membership for a user.

      VOMS Admin should handle also the case of a membership in the HR that first expires and then after some time is restored.
