VOMS should leverage HR member id instead of primary email for linking VOMS and HR membership

      The integration between the VOMS and HR db should leverage the HR DB user id, which is supposed to be stable and cannot be changed by users (while the primary email field that is used currently is not stable).

      This wouldn't affect the registration flow but would allow us to sync the email in VOMS with the mail in the HR, and avoid some confusion for the users.
