VOMS OrgDB sync should also update phone number for registered users

      Currently phone number is not synced with the information
      found in the OrgDB. This should be modified so that this information is
      periodically synced as well.

      If the information in the OrgDB is NULL, then what is already in the VOMS database
      should be left untouched.
