VOMS Java APIs should handle empty VOMS certificate and LSC store gracefully

      Currently Java APIs raise an exception if the directory where LSC files
      and VOMS service certificates happens to be empty.

      This should be handled more gracefully (e.g. fail later, at AC validation time ).
