Avoid du on quota-enabled storage areas at Backend launch

      On a testbed with only 2 GPFS and quota enabled storage areas:

      1. stop backend
      2. remove all the content of storm_be_ISAM.storage_space table
      3. start backend with logging verbosity increased to DEBUG
      4. check storm-backend.log:
