StoRM returns wrong filesize in PtG

      StoRM returns 0 as file size for any file as the outcome of a PtG. This is caused by two bugs:

      1. code is missing on the be to set correctly the size for a PtG request when the target SA is not tape enabled.

      2. the StoRM frontend truncates the size read from the database, so when file size is larger than 2147483647 bytes incorrect file sizes are reported.
