During the start-up the file welcome.txt is not found

      During the start-up the file welcome.txt is not found:

      15:53:12.191 [main] ERROR it.grid.storm.config.WelcomeMessage - Unable to create the welcome message. The welcome.txt file does not exist at path //etc/welcome.txt
