PEP handles are now created lazily in each thread and kept in a thread specific ptr.

For better control and to have a uniform approach wrt db connections, the initialization of the handles can be moved into the main function, be kept in a list and inserted into the soap structure that is passed to the process function via the srm_srv_thread_info.
